Sam Lombardo (Matt Dillon) jobbar som kurator på high school och gillar att umgås med societeten i den glamorösa kuststaden Blue Bay. Han blir anklagad för våldtäkt av den populära och rika studenten Kelly van Ryan (Denise Richards) och fattiga gothklädda Suzie Toller (Neve Campbell). Under rättegången erkänner Suzie för Sam att han inte har våldtagit henne, utan att det hela var Kellys idé. Hon ville hämnas på honom eftersom hon var förälskad i honom medan han låg med hennes mamma. Efter att ha förödmjukat familjen van Ryan får Sam ersättning i miljonklassen. Senare avslöjas det dock att Sam, Kelly och Suzie har fabricerat skandalen för att komma över pengarna. För att fira det faktum att planen lyckades har de en het trekant. Men domen stoppar inte den envisa polisen Ray Duquette (Kevin Bacon) från att tro att det finns mer som pågår. Suzie drabbas av panik, och Sam är orolig för att hon kommer att sabba planen. Kelly har en affär med Suzie, och de båda träffar Sam vid stranden, där han mördar Suzie med en vinflaska. De lindar in hennes döda kropp i plast innan de lägger henne i bakluckan i hans bil och dumpar den i ett träsk. Under utredningen av Suzies försvinnande hittar polisen blod och spår av hennes tänder. Ray inser att det är Sam som har mödat henne och skyndar sig till Kellys hus för att skydda henne. En konfrontation leder till att Ray blir träffad av ett skott i armen, varpå han skjuter henne i självförsvar. Han blir avstängd från jobbet, men anses inte vara skyldig till Kellys död. När Sam går till sitt rum på badorten han tillbringar tid vid träffar han på Ray. De har båda samarbetat sedan första början och ger sig ut på havet i Sams båt, där han slänger Ray över bord. Han försöker desperat ta sig upp på båten igen, men får en chock när han ser Suzie, nu blond, på däck. Hon attackerar honom med en harpun för att få ner honom i vattnet igen. Nu när det bara är hon och Sam kvar firar de med en skål. Drycken är dock förgiftad, och hon kastar hans krampan
